When transporting passengers from industry, do you need to cover the whole industry or just some of it?

You mean the whole industry chain (consumer, producer, intermediate), or the whole building?

For tourist attractions you must cover the whole building (otherwise passengers/mail are only partially generated). For industries however it is okay when only one tile is covered. You get all the passengers/mail.

Hi

Workers are shown on industries.  Is this cosmetic or does it really mean something?

I have industries whose workers are said to live in towns that dont exist (no buildings/roads on my 1814 map.)  I cant seem to get any passengers nor mail in such industries.

It means something, but only if Simutrans was actually able to create the towns. In your case it seems you used a starting year (and/or climates) which is unsuitable for the pak.

Try a starting year and climate setting that actually produces towns, and passengers should show up.
