Title: [Bug] Empty halt info dialog

I have by chance come across a very weird problem. Please see the attached image. This is from r3470 Windows SDL version. The map is just one of the demo maps from Pak64 (r290), and I have added 2 stops, that's all.

The problem is, clicking on any item will bring up an almost blank window. The halt info dialogs are empty. The main menu is blank (no buttons). The tree info, building info are also blank. Tooltips are blank (only showing the box). From the image, the building info shows some clipped text, and that area is immediately above the mini world view of the underneath halt info window.

It's not easily reproducible, but I have encountered this problem 3 times so far after repeated testing. Seems to happen only with initial demos. You may try the attached save game. Open the halt info windows for both halts, then try to open tree info or building info, and the main menu.

Maybe this is from the changed dialog routines, which not mark text properly as dirty. If there is water or anything moving behind, it will be shown properly. I will look into it.

EDIT: There was a return, when the clipping box in world view was wrong.
