canals work the same way as road : you build canals, add canal stops on it, and create your line like a bus line.

For harbours, you need to place a dock, then ship stops in front of the dock (the tile befront the dock).
For water industries like oilrigs, a public stop is created with the industry : your ships can stop on them.

Is your tanker trying to transport the oil to a factory that has a contract with the oil rig, and if so, is the entire transport chain in place? If you need to reload to f ex train to be able to deliver the oil, then the train needs to be in place before the oil tanker picks up any oil from the oil rig.

In addition to what sanna said: You might wish to build a canal over land to where the destination is, and build a canal stop there - just so the entire journey can be made by ship.

It might simplify your first such connection; then once you see it working, you can branch out and have multiple transportation methods :)

Erm, if you want your ship to deliver oil from the oil rig to the refinery, make a canal that links to the refinery. Then, make a shipyard at one end of another canal linking to the canal.

At the shipyard (depot), get a ship that delivers oil. Then, make a schedule for the ship to travel from the oil rig to the refinery.

Here is an easier understanding:

Anywhere but only from the oil rig. The oil rig has already a stop made by the public service.
