Title: Overcrowding of vehicles doesn't seem to work

Using the revised capacity ratings in pak britain ex 0.7, it seems that many passengers simply refuse to stand for the journey. This is reflected by the amount of passengers waiting at the station for the next train or tram to arrive, but not bothering to get on at all, despite the space available and total distance travelled.

maybe the comfort factor for standing is too low?

If current tram if not from "best line" to passenger destination, he can decide to wait for next tram. It is somewhat hard to explain without code citing. As i know, comfort factor used only in revenue calculation.
