It seems that the traffic light settings are not saved in 102.3.4243.
This can be reproduced every time for me:
1. place traffic light
2. change settings
3. save
4. load
5. settings are reverted to 16:16

If I understand this thread (http://forum.simutrans.com/index.php?topic=5679.0) correctly, this behavior should have been fixed some time ago.
Or did I misunderstand something?

This will be saved in the next stable. Or set savegame manually to 102.5
