Title: [9.3 Bug] Crash on deleting cities

When I try to delete a city as the public service player, Experimental crashes -- no in-game error message, just a generic Windows "Simutrans has stopped working" screen.

Running 9.3, pak64, and Windows 7 64-bit.

Thank you for the report - this has been found and fixed on the 9.x branch, and the fix will be incorporated into the next release.

This should be solved in the now released 9.4.
