I didn't set too many factories when I made the game, maybe a dozen?, but it seems as if the game doesn't like to expand despite the investments the player will put into them.
In this game, the connections are very distant and the producer factories are producing far more than the consumer factories can consume, yet the game doesn't seem too interested in making more consumers to balance the input and output. What's more, new chains don't seem to start up at all. I can understand unused chains packing up, but should they not relocate instead of folding completely? I haven't tested if the chains in use and past obsolescence will get replaced or not, but if they don't, then eventually there will be no factories in play at all.
I've also noticed that some pieces of the chain are very distant, while the majority are placed within reasonable limits.

maybe the game should make sure at least one factory of each one is placed somewhere on the map?

thank you for your report. I have found and fixed a bug related to this, although the fix will not be fully effective for previously saved games. The fix should be available in the next version. Thank you for your help!
9.12, containing a fix for this issue, has now been released.
It seems like this is still present in 9.12.
I set the factories to 800 initially, but the game only spawned about 70 at start, and then after a while factories were only closing down.

I have fixed a sigificant industry related but already on the 10.x branch, but I am not sure whether this is it. Might I ask - what pakset are you using and how long have you left it to run?
I'm using pak brit ex 0.8 and the game has lost most of its industry in 1885 when they all started in 1750.
a good 70% just packed up according to the city list chart.
