The early signals (1750-1860) are in fact flagman. So the investment is realy low (uniforms and flag)
The maintenance however should be very high, because you have a lot of labor. 3 man/24 hours.
So I added a line maintenance=744 That seems not to work.
How to solve this problem?

signals currently do not have any maintenance cost. It is something that I have considered adding, but have not yet had the chance to consider it fully, or actually add the feature. Feedback, however, on this issue would be welcome.
If flagmen where to be made more expensive in maintenance than later semaphores and such, then it would also be good with some way to easily replace numerous or all signals in some way, because it is a real pain in the rear to correct dozens of single-track lines with passing loops featuring signal men (one can't use the automatic draw feature either because of the single track).
