As of git commit f60f5f0acdcacea82d1e9a4baf8543f74048942d (2011-09-18):
- Create a new map and save it. Then load that map. Many of the cities' names will appear not only in grey but also in white. Occasionally a stop will be loaded as "Undefined" but with an extra white name-board (with the original, correct, name) above it.
http://www.wlindley.com/images/test.sve (http://www.wlindley.com/images/test.sve) has a sample save file (with Pak128.Britain v0.8.1) showing this. Dartwell's town hall appears with both a white and a grey name-board.

thank you for the report (I have split it, since individual bugs in released versions should get their own topics). I have seen the issue with the duplicate name labels for a while: this is an error that I tried to track down without success some time ago, and occurs in code that is not different in Experimental than Standard. Can you be sure that you can't reproduce this problem in Standard?
