Title: Bug: Busses can be bought before they are available (110.0.7 R4864)

When buying a bus in a depot, one can buy every vehicle regardless of the date when they become available.

Example: in 1930 I can buy a Cruiser (diesel) with Intro date 1968 and retire date 1993. This should not be possible.
