The population of this city is not growing. Can anyone explain why?

On this small map my objective is to double city population but use half the buildings I started with. I have used sign posts to prevent new buildings/roads being constructed. That objective was achieved for this City of Hereford a long time ago. Building type is the highest it will go. Passenger % is 99-100%, Mail is about 30% and is bugged as it wont go any higher(another post on forum has not solved this), goods is 100% carried. My other cities continue to grow steadily, and Sterling also has highest type of building..but continues to grow in population.
Is it significant that new city buildings became available in 1950 and soon after population growth stopped in Hereford?

You hast demolish the City Population not increasing thruh the use buy land button and thruh the Removing from Cityroads!
In short, the city is maxed out. All available space is developed to maximal available level.

I've seen cities refuse to expand before, but I haven't seen this.
It might have something to do with the accessibility of the townhall. I've noted that the townhall must have a road connected to it for the city to grow.
There is a button in the city window "Allow city growth". It is not on!
Switch it on and the city will start growing.
Yes! That must be it Sybil. The "allow city growth" button has been accidentally clicked. I've clicked it now to allow growth and will watch carefully to ensure growth resumes.
My cities are growing in population without having the townhall connected to roads. Maybe a road connection is required for additional buildings, but its not ncessary for population growth.
Maxed out buildings dont stop population growth. Population continues to grow, they just add to the homeless. Once buildings are maxed out the additional population is not adding to the passenger and mail ratings of the city, so I assume the total posible carries will not be increasing.

Population growth has resumed. 30 population each month, the same as at the other similar sized city Sterling.
The much larger city of Inverness has double the population growth, 60 per month. I think because there is code that grows larger cities faster than small ones.
