Title: Passenger/Mail Level

I placed a building which has both passengers and mail level 27. I placed them and noticed that their levels changed to 8. The year is 1991. What could have by the change?

I don't quite understand, does that mean that lots of level-26 buildings surrounding a level-20 building makes its levels lowered?

That's a bummer, are there ways to stop this?

It shows how many of the passenger of this city are generated by this house.It does not show absolute nubmers (which would be 26 still.) It was requested before to show the relative importance. But now I get more and more questions for the absolute number than for the relative numbers before; thus maybe I should change back to showing the absolute numbers.

Good idea.

Let's say I have a stop and there are level-30 buildings surrounding them.
If the levels are unchanged, will the stop be overcrowded?
(another question)
If the levels are changed to a lower number, will the stop have enough passengers to handle?
