I cannot seem to find any settings for way charges in either the 10.4 simuconf or the one for pak.britain 0.8.3.

Ahh, thank you for spotting that: I had forgotten to update simutrans-experimental-config.zip. An updated version is now being uploaded. The simuconf.tab file in simutrans-experimental-complete was the correct, updated version.
