There should be some tourist places like Taj Mahal, Red Fort, Eiffel Tower, Statue of liberty, Pyramid of Egypt, Palaces, Administrative building like parliament house, white house etc with high mail and passenger level and which can be built only once in a map and if they are to be shifted, then they should firstly be destroyed from their original position and then can be built somewhere else.
That's pak stuff, not game stuff: the game engine just sets how the general attraction item works, it's up to the pak maintainers to choose the specific buildings in the game. Try reposting your suggestion in your favourite pak subforum.
By the way, one of a kind attraction does exist, they are called monuments. Unfortunately, once you destroy them they're gone for good.
And as always it requires someone to paint them. Have you considered having a go yourself? That's usually the best way to get what you want graphics wise in the game.
