Title: Uprgrading elevated ways

I  have had reports from Experimental players that, if a player builds an elevated way and something is built underneath it, it can no longer be upgraded. Is this behaviour also present in Standard, and, if so, is it intended? If this is not the behaviour in Standard, this is an Experimental bug that I need to fix; if it is present in Standard, it might need either fixing (if it is not intended) or reconsidering (if it is).

afaict it seems to be issue in standard as well. Which pakset has upgradable elevated ways for quick testing?

You could try elevated roads in Pak128, there's a handful of them (50 km/h, 90 km/h, 110 km/h, 130 km/h, and 200 km/h).

We were using Pak128.Britain, which has elevated rail.
