Havent played for a long time went away because the AI players were giving no competition. Thought I would see what the current state of play is. However perhaps I am rusty but I dont seem able to enable a passenger AI focus for other players.
What am I doing wrong?
These AI player cannot be activated if their is no bus transport available (the horse-carried coaches do not count). Maybe the starting year of your game is too early?
If you look for competition: try online game.
From my knowledge, nothing or very few was improved in the AI. Dwachs is creating a new, better, AI.

Well tried from 1890 I think the first time, so I guess that could be it? 1930 seems OK.
As for online competition its probably not for me simply because of the need to be highly available - to much other stuff going on for me that keeps my mind elsewhere.

This I am sorry to hear - I had hoped things had moved on. For me otherwise ths is a great game.
Anyway thanks guys will probably still give it another play and see how it has evolved.
