Venice? There are pedestrian "streets" but they are footpaths really, all traffic is on water apart from a little bit at the end of the causway.
That said, you could hardly call it a thriving industrial and commercial city.
Pictures must have been short very early in the morning or late in the evening. Giethoorn is quite a tourist trap in The Netherlands. You would not want to live there if you were looking for rest and quiet.
