The server seems to be stuck in a loop, restarting back to the end of February, in very early March (10-20 game minutes in)
I could not reproduce this, I am afraid, but the server appears to be working now. Very strange problem indeed.
As reported on the server thread, I think that this has been fixed now on the 11.x branch, although it will only be possible to say for sure when the fix is deployed in a release version.
