Telegram is primarily based around mobile phone numbers, although any phone number will work; I don't think I need your mobile number to add you to a broadcast group, but I may be wrong; I'll edit this if it turns out I do.
Note that Telegram runs on Windows, Mac OS, Linux, Android, iOS, and Windows Phone, as well as a client for browsers (the link above goes to the web browser). If you sign up, it uses your phone number as your authentication. It will try to text you with a verification code, and if you don't get that code in a couple of minutes, it will attempt to call and give it to you by voice (so you can use a non-cellphone number). No, you don't need the other person's phone number. Usernames exist so you don't need to give your phone number to a strange. If someone contacts you they will only see your username and name and you will only see their names and usernames (if they have one). You will only see their phone numbers if you have that person's phone number in your phone.
For Broadcast I believe you need to have at least their username, as they need to be your contact.
The only requirement is that you need a phone number to register but nobody will see this number. Only other Telegram users that already have your phone number, like a friend or relative.

Haven't yet played with Broadcast, only with Groups, and I couldn't add someone to a group with their username. Maybe a problem with that client or my new-ness to Telegram. Either way, thank you for the clarifications!

Few days ago, on Simutrans' G+ account appeared post that Wernieman's Nightlies server is down (for some reasons described there) - but why is not that announcement also in forum?
It's here (http://forum.simutrans.com/index.php?topic=616.0). I guess people were too busy getting the new solution up and running to make any other announcement. (Although Mac builds seems to be gone indefinately.)
