I found an addon at site: http://japanese.simutrans.com/index.php?Addon128%2FOthers , (Wire Netting and Concrete Block Wall ).
I would like to modify this addon to make it compatible with the pak128 britain. I can not translate the site and I can not figure out if the addon can be changed, if I have to ask permission or if I can do it freely.
Can someone help me understand?

Hi.
No one could get in touch with "MMSomething" producing this addon .
So it's difficult to get permission to remodel with this addon.
This was made nine years ago, and has no licence. I thing it could be included into pak128.britain, if you keep the copyright.
