Problem: The bookbinders and bookshop are broken before 1860.
Explanation: There is currently no paper production during the first century of the bookbinders, from 1750 to 1860. The woodchip process was invented in 1844 ( https://en.wikipedia.org/wiki/Papermaking#cite_note-11 (https://en.wikipedia.org/wiki/Papermaking#cite_note-11) ) but prior to that, paper was made primarily from recycled rags.
Suggestion: The below file (perhaps separate from papermill.dat which might be overwritten by TileCutter?) creates a simple raw-material low-production factory using existing but unused graphics from the mills2 image.
