No. There will never be military units in Simutrans. At least, not in the main pack.

In the past, I seem to recall a yellow tank citycar that was available for separate download... Something like that would be the most such a thing would be, in my mind. And I don't think the yellow tank is still available anywhere, for that matter...
IIRC that tank was available for dowloading at japanese.simutrans.com
And it was on 128.s.c as well.
