this what kind of vehicle and by the time it is possible to be useful?

No. There will never be military units in Simutrans. At least, not in the main pack.

for me but a tourist would be good for a spectacle for example so no?

In the past, I seem to recall a yellow tank citycar that was available for separate download... Something like that would be the most such a thing would be, in my mind. And I don't think the yellow tank is still available anywhere, for that matter...
