Title: 121.0 - public tool not work

If there is a station on a bridge, it cannot be made public.

Simutrans 121.0 r8870
pak64.german 0.120.4.1.3

The code explictely dislowed on bridges. I did not know the reasoning any more for this.

Now it is allowed. It has the downside that the player still has to pay for the bridge, but cannot change it any more.
