I've been following this game since I'd heard about it.
Basically, you get a sort-of grid - it's a modified grid. You click to raise each tile from the sea. Then you can click on the tiles to build buildings - and click on a building tile to build up a floor. That's pretty much it. There's no game right now, it's a toy. Simple, but has a lot of depth relative to the simplicity.

The grid, which is usually more complex than this. Also, the "tiles" are actually where the lines cross. The crosses are actually the corners of the tiles. So it's inverted imho, but it makes sense int he game.
