Been a while, since I've done this but I'm getting an error after copying the pak into he simutrans folder
"The file 'ground.outside.pak' was not found in c:\......\simutrans\pak128/" This file is required for a valid pak set...
The ground.outside.pak is in the simutrans folder, but there is not pak128 folder.
Should I create one or?

There is quite a lot of information missing here. What process are you using to install Pak128.Britain?
I've downloaded the full package nightly build from:
https://www.simutrans.com/en/paksets/ (https://www.simutrans.com/en/paksets/)
The british pakset from
https://www.simutrans.com/en/paksets/ (https://www.simutrans.com/en/paksets/)
Unzipped the former, and copy and pasted the latter into root folder of the former, replacing any files of the same name.
Went back to the stable release and that works. O well,

I suspect that you might be trying to combine two different paksets - Pak128.Britain is not an add-on for Pak128 (it was years ago, but no longer), but an independent pakset. It needs to be in its own folder.
