This seems so arbitrary for me, while not allowing runways near border is understandable to prevent planes to fly beyond the border. What's wrong with artificial slopes at map borders? Why are they forbidden?
The articial slope brickwall belongs to the tiles on front of the tile with the slope on it. At the border there are no such tiles, so it was forbidden to do this.
