Title: Wrong substation on Photovoltaic power plant

Hi there,

when placing a substation at a photovoltaic power plant, the substation is the factory-substation, not the power plant-substation. - Also, it is not contributing any power.

Simutrans 123.0.1, r10421, graphics: "pak".

It seems to be because its internal name is too short. To be considered power generating, a factory's internal name must be more than 11 characters long. PVkraftwerk is just 11.

It might be a good idea to add an explicit flag for this in the dat and pak formats. I think that would make it bit more obvious for pak authors. Especially given that this is case sensitive as well. And English is ironically the one that must be capitalized, although I guess the German name can be expected to be a compound.

This code would still be needed for backwards compatibility, though.
