I have noticed that some buildings in pak128.Britain experimental have their displayed passenger and/or mail level of zero. (In particular, bungalow, detached house, and sewerage works have both passenger and mail level zero.) Does that mean that the level is strictly zero (i.e. they never produce or are target of passengers / mail - what's the point of such buildings, then?), or that it's simply less than one (in which case the fractional part should be displayed somehow)?
