Pretty simple to check this.

Start a new game under pak britain ex. and lay down 1km of track.
For Wrought Iron track, the cost of maintenance is $3/km, but if you open up the finances window, the fixed cost will be at $2.88

It works fine with roads, maglev and waterways, but it's off with rail, narrow guage and airports.

Oddly enough, this also happens in pak64, but only with maglev/monorail

You can't lay down just 1km of track, since that would be 8.33 squares of 120m each.   Yes, the pak claims to have 125m squares, but that is getting rounded down to 120m somewhere internally.  8 squares of track is therefore 960m, with a maintenance cost of 0.96*$3=$2.88.

Best wishes,
Matthew

Well, that makes sense.

Just one thing that is mysterious. It doesn't happen with all ways consistently. Some of those ways will give you the full $3.00 equivalent of  their costs.
