[112.1] Build a stop upon a public stop will cause a problem

This was reported on our community.
Problem happened on both 112.1 and r6262.

How to reproduce.
1. As public player, build a busstop.
2. Change to human player and build a monorail stop upon it.
3. Remove the monorail stop.

Result:
Crash.

Problems:
When building a monorailstop upon it, owner of the stop was changed to human player, and label and stop name is duplicated.
