forbid construction of buildings in multiplayer

Not sure if this is for the exe or the pakset.

In last 128 network game there have been various problems with people poping out whole metropolis out of thin air or spaming the map with power stations.
Can we forbid this in multiplayer ?

Alternativly, can we increase the cost of buildings each time :
first building costs 1000
second 2000
third  3000
...
10th  10000
...
Nth  1000*N

To avoid cheating this cost should be the same for all players.
(the same rule could apply to building cities : first cost 5 million, second 10 ...)

Construction of buildings and industries is only allowed for public player. Are you aware of any method to construct such buildings without having access to public player?

Edit: found a way to cheat around this restriction :(

You should be able to bypass those restrictions by using the hot key bindings. The only thing you can't build are curiosities.

This is now fixed in r5946. In order to use map editor tools, public player must be unlocked.
