Allow city grow

In b.64 most cities (well, all execpt those served by 2 players) had  'Allow city grow' unchecked.

It seems wrong that this option is unlocked in multiplayer as it can obvsiouly be abused.

(mods : move this to extension requests if it is working as designed)

Maybe we could make it a public-player-only option ? (in network games)

What about renaming of cities? Is this a problem as well?

Maybe it should be an option globally set in simuconf.tab and additionally locked for network games.

Last time I checked it wasn't allowed. I can see someone renaming all cities with idiotic names but then it wouldn't break the game (unless some names crash the game that is)

An option to set a default behaviour. Yes why not but don't remove the ability to tweak things offline.

It was an easy fix,  see r6152. The procedure is now the same as when changing city names: a popup asking for password appears.
