simutrans 112 pak 128 building a curiosity building

I have searhed and searched and cant find out how to build a new curiosity building or special building.  there is no button on any toolbar that I can find.

You must switch to public service player (e.g. by pressing SHIFT+P) and then open Map editor toolbar.
