Mouse cursor gets spat off the window when right click dragging, which causes erratic scrolling behaviour.

I talked about it with MS, but it seems to be somehow related to activex
Same problem happens in firefox with adobe flash, where the right click window will open away from where the cursor is.

I have a ref. code with MS I can PM if a dev needs assistance from MS.

I don't have such a problem.

Windows 8 Pro x64, Intel Core i5-3450, Intel HD Graphics 2500

hmm, strange.

I am using surface pro, so maybe it has something to do with touch screen, wacom stylus and mouse not playing well together?

On windows, GDI and SDL versions might also behave differently.

ӔO

okay, I think I have figured it out.

Since this tablet has a FHD screen in 10.6", I turned up the text zoom to 150%. Zooming to 150% causes fuzzy text and the cursor shooting off screen issue.
Going back to 125% zoom, which is the default, text becomes sharp and cursor behaves correctly.

I tried it with SDL and GDI and both behave the same way when screen is zoomed to 150%.
