The project is done and appears to work right.
I also merged the dinglist-cleanup branch as it also appears to work right.

I fixed the bug where the city was adopting elevated roads.

This may be a worthy release candidate.

Thank you for this work - I have merged things together and fixed some Windows compile bugs. Sadly, some rather significant bugs have appeared that means that we cannot release a release candidate yet as I was previously hoping to do: see for details.
