Currently, citygrowth can be enabled and disabled from the cityhall-window individually for each city. I was sooo happy when it was introduced, since before this I used to surround my cities with fences or runways to limit expansion. :)

However it is still a painful task to go through each cityhall to disable the growth when starting a new game. I suspect that there is some way to do this for all cities in the game through simuconf.tab (not sure though), but regardless I'd like to request the addition of such a button to the graphical interface. Perhaps the citylist-window would be a proper place for this button?

# town growth is size dependent. There are three different sizes (<1000, 1000-10000, >10000)
# the idea is, that area increase by square but growth is linear
growthfactor_villages = 10000
growthfactor_cities = 10000
growthfactor_capitals = 10000

will disable all growth.

You can fill in these parameters just before you start a new game in the settings dialog as well.
