How to reproduce:
- Open line window
- Select a line and click "Update line" button
- Close "Line management" window

Result:
Freeze all convoi belong to this line

Stop moving tool also cause freeze.

Confirmed! When this has happened and you try to open the schedule of one particular vehicle of the convoy, msg appears: Vehicle's schedule must not be changed during route-finding.
After saving and reloading all vehicles move again!

Tested in r2266.

Still have a problem with "Promote to line" button

1. Load attached savegame.
2. Click vehicle and open a convoi window
3. Click "schedule" and open schedule window
4. Click "Promote to line" and close schedule window

Result:
Vehicle don't start moving

Solved in r2271. Thank you.
