Way maintenance cost multiplier

Hey folks, I would like to suggest the implementation of a  way_maintenance_multiplier, ranged from 0 to 200( only a integer needed).
Its purpose is to multiply its value to every sort of way maintenance cost applied in the game. Just like the building maintenance setting, its only logical to have the same sort of setting for ways.
Optionally I would like to see a different setting for each type of way( tracks , roads, canals).

This is of course to enable the player to better adjust the game and tune its difficulty according to his taste.
And considering that paks can on occasion be presented without balance, this also allows the player to ease the game while still being competitive.

Something like this for all types of cost, not just way maintenance, is planned.
