[r7345] Glitch in the pathfiniding algorithm, when double height slope is used

A route with 2 x standard height slopes seems to be less preferred to a route with 1 x double height slope.
I think less steep slopes should be preferred.

Looks like an error when defining friction values of soft slopes in simuconf.

I have checked with r7348 and confirmed this issue was fixed.

It should be noted that it also factors in last-month traffic when determining a route to go (at least in 112.3).

As such if the road sees nearly 1,000 cars per month (high traffic route) you may find that it switches over to the less direct double height route. In fifty's last year summer server pak64 I noticed busses taking huge detours every alternative month due to the traffic.
