Road bridges support double height ramps. Forcing shallow ramps was only ever intended for railways.

Not all of them, according to my tests. Whether such steep bridges are realistic is another question. When I think of bridges crossing navigable rivers in a city, they do need at least a city block to ramp up. And partially related: Cities should not build bridges for every city street meeting a river, and less so if the river is wide.

Cities actually need some intelligence when playing bridges and terraforming capabilities. They really perform badly in hilly terrain.
