Packet barge, Market Barge, and Flyboats

It seems like the Packet Barge is intended as the Flyboat for Passengers (It's faster and can only be drawn by BoatHorsesFly).  The goods fly boats and the BoatHorsesFly are introduced in 1835 but the Packet barge is introduced in 1802.  This means that the Packet Barge is made available with nothing that can pull it for 33 years.

In a similar vein, the Market Barge carries a similar number of Passengers to the Packet Barge (Market Barge: 50; Packet Barge: 60) but it retires in 1802.  Since the Packet barge is unusable until 1835 when BoatHorsesFly arrive, there's no passenger barge in the ~50 passenger size from 1802-1835.

One way to correct this is to have the Packet Barge introduce in 1835 at the same time as the BoatHorsesFly and the Market Barge retire at that time as well.  Pull Request implementing that is here: https://github.com/jamespetts/simutrans-pak128.britain/pull/38

Thank you for spotting that. The packet barge is intended to be based on the Paddington Packet Boat, which really was introduced in 1802. I have adopted a different solution to that which you suggest, therefore, and allowed it to be pulled by ordinary horses as well as fly horses.
