River upgrades: costs and maintenance?

How are the costs calculated for upgrading rivers to canals?

It seems to be the capital cost is reduced by a fraction, what is the saving?

Who pays maintenance once it's done, and at what rate?

The cost of ways comprise three elements:

(1) the base way cost;
(2) the forge cost; and
(3) the land cost.

Where there are trees or ground objects to demolish, this also adds an extra cost. (Note that ground objects are currently not present in Pak128.Britain-Ex).

The cost shown in the tooltip is a combination of (1) and (2). The land cost varies depend on whether the land is in a town or the countryside, and whether the player already owns the land (putting down a marker buys the land without building anything on it).

If you are building a way on a tile on which no way of that type already exists, then you pay the forge cost. If you are upgrading an existing way, then you pay only the base way cost (plus the land cost if you do not already own the way that is being upgraded).

Thus, if you upgrade a river to a canal, you will pay the base way cost plus the land cost, but not the forge cost. If you put a canal on unimproved land, you will pay all three costs. If you upgrade or renew your own canal, you will only pay the base way cost. If you put a canal on unimproved land on which you have already placed a marker, you will pay only the base way cost and the forge cost.

As to maintenance, the player who places the way will pay maintenance at the rate shown in the tooltip (which is per km, each km being 8 tiles). In return for this, the player can charge tolls to others who use the canalised way.
