Hiding the city buildings should not affect the factories in my humble opinion.

And why is that? It has always seemed strange to me that this happens.

It's not the animation, all buildings refuse to show upper levels/floors if citybuildings are hidden. Or, for that matter, if they are set transparent.

The animations/frontimages had issues before, but it was the opposite, they were showing even if they should not.

It was to see behind tall buildings, especially in pak128. And then, to build a stop behind a factory. Hence, if there is still a tower of that factory, then the feature would not serve its purpose.
