In a bus's schedule, mark a stop "unload only"

So I'm trying to clear up some backlogs in my passenger bus stops.

My intended goal is to pick up passengers at stop A and bring them to stop B, and pick up passengers at stop B and bring them to stop C.  However, I don't want to pick up passengers at stop C; I want to return to stop A empty.

Is there a way to mark this in the bus's schedule?  The only way I've figured it out is to manually turn on and off the "unload only" flag at the right times, but I'd like it to happen automagically if possible.

No, this is not possible. It has been denied repeatedly over the years. If I remember correctly, it is because it complicates goods routing logic too much.

Having a bus run empty is also usually not a good idea, as they are balanced for always carrying passengers and will lose money when empty. Usually unload-only is asked for freight, to avoid goods "leaking" from one line to another.
