[BUG] Game crashes when rotating map with city dialog open

Confirmation method：
(1) Click on Town hall to open the city dialog.
(2) Click the map rotation button.
(3) The game crashes (´・ω・｀)

The current standard does not have the same bug.

Thank you for the report - I believe that I have now fixed this. I should be grateful if you could re-test with the next nightly build.

Oddly, the problem occurred in code which I believe is unchanged from Standard, so I am not sure where the divergence from Standard was that caused Extended to crash in this situation and Standard not.

I am quite sure there once were some standard fixes about map rotation.
I do not know which commits these were.
