Shortcut key to previously selected ways may not change the selected tool icon

Reproduction procedure:

(1) Lay the road from the road tool
(2) Click another way icon in the same waytype(road tool) bar
(3) Press the "s" key (shortcut key for the road previously laid)
(4) The selected tool icon in the toolbar is (2), but the cursor changes to that of (1). When laid, the road of (1) will be laid.

This bug can be reproduced with either standard or extended.

The question is, which kind of road should be activated by "s" key: the road last used for building [(1) in your post] or the last selected road [(2) in your post]? I would expect (1), but the logic around this is broken.
