Hack tooltips when the finance dialog is in the foreground

First of all, pay attention to what is displayed in the tooltip of the toolbar.

When you open the finance window and it is in the foreground, their contents are hacked by the finance window and all tooltips are replaced with the tooltip that should be in the Building HQ.

However, this bug will not be reproduced for some reason when the headquarter is built.
Also, some tooltips, such as removal tools, are protected from being hacked.

This is due to a static string for all tooltips. It is usually no problem, until a later window overwrite an earlier tooltip. As a hack r9596 will use its own buffer for headquarter tools.
