[Linux SDL2] Duplicate numeric keyboard entries.

This only happens if the numeric keyboard is used, if you type 2 it appears 22, it is something strange and I am sure it did not happen before.

Yes, I can confirm this.
I was wondering it might have been my xserver setup spawning the game on a remote display, but I can now confirm it's the exact same when running the game locally.

This bug was also introduced to Extended by the Great Merge in early December.

This was still broken, when numpad_always_moves_map = 1. In r9599 it should scroll then map with this, but still enter normal text in input fields.
