[Bug] Vehicles ignore constraints in some cases

This is a placeholder.

There had been some LUL S stock trains running in a light_rail_loading_gauge constrained tunnel.
The S stock does not offer this constraint.
At a specific station the S stock then couldn't find a route anymore, as it should have been all the way to that location.

Didn't try to reproduce this yet.
