[Idea] Messagen Center should register when a player makes a public stops

Another idea that I find useful, (Especially in online games) is to register in the message center when a player publishes a stop, something like "Player 7 to make  public the stop, Appingchester stop (214,139)".

It would help others to know who and where I created a new public stop, in addition to keeping a record for the server administrator in case said player is violating the rules of the online game.

These generate already messages, but only in network mode.
